Mongolia’s C6 visa is the employment category for a foreign national coming to work in manufacturing or services. It is not a stand-alone right to work: the employer must align the C6 filing with the labor authorization, actual duties, employing entity, work location and any residence steps that follow entry.
This guide is for employers with a named candidate or role in Mongolia. It explains when C6 is plausible, how the approvals connect and which facts should be settled before a start date is promised.
Checked 2 October 2026. The legal and agency information below was checked against the current Immigration Agency pages, Mongolia’s consolidated Labor Migration Law and the operative 2026 foreign-worker quota resolution. A draft 2027 quota resolution was still under consultation on this date.
First decide whether C6 is the right category
The Immigration Agency’s employment visa list assigns C6 to manufacturing and service-industry work. That definition is broad, but the company’s general business label is not enough to settle the route. The employee’s real work and any more specific category must also be checked.

Do not confuse C6 with K6. K6 is a transit category. A code selected from the wrong list can send the employer into an application process that does not match the work the employee will perform.
C6 does not settle workplace classification, recruitment or quotas
C6 answers an immigration-sector question. Mongolia’s current Labor Migration Law separately groups foreign-employee positions into management, a second category called гүйцэтгэх in Mongolian, and supporting positions. The available English translation renders the middle category as “executive,” but that can mislead: chief executives and executive directors are listed in the management group, while the second group contains specified professional and specialist roles.
That classification determines whether the ordinary local-recruitment step applies. Article 23.4 allows an employer to request permission to invite a foreign employee after advertising the vacancy in the employment database, actively searching and failing to hire locally within 14 business days. Article 23.9 removes that requirement for all Article 21.2 management positions and the categories listed in Articles 21.3.1-21.3.5. It does not list the Article 21.3.6-21.3.7 categories or supporting positions under Article 21.4.
Do not decide the recruitment exemption from the employee’s English job title. First map the actual position to the statutory category. A role described internally as an “executive” may not fall within the provisions that receive the exemption.
Annual quotas are another separate test. Under the operative 2026 resolution, sectors other than public administration, defence and compulsory social security (sector O) and international organizations and resident representative activities (sector U) have no numeric or percentage restriction under that resolution. The two listed limits are 130 and 600 respectively. Separate foreign-population limits still apply.
For 2027 planning, the rule needs another check. As of 2 October 2026, the Ministry had published a draft 2027 quota resolution for comments through 21 October 2026, not a final instrument.
Employer cost also depends on classification. Article 32 sets a base monthly workplace payment equal to twice the monthly minimum wage unless another rule applies, but Article 32.3 exempts listed roles and employers hiring in agriculture, advanced technology, food, light industry, tourism and services. “Manufacturing” is broader than food and light industry, so a quote should test the precise activity instead of applying one generic C6 fee.
Map the complete employer-led C6 process
The employee does not file C6 as if it were a self-sponsored visitor visa. An eligible inviting or employing organization leads the case, and each output supports the next stage.

The English labels are less tidy than the legal sequence
The Labor Migration Law distinguishes the permission to invite a foreign employee from the later employment permit. The Immigration Agency’s C6 checklist asks for a “work permit,” while the Investment and Trade Agency describes a pre-work permit before the visa and an actual work permit after arrival. Confirm the current operational output required at each handoff instead of assuming that every page uses the same English term.
Prepare the employer and employee documents as one file
The current C6 checklist requires a passport or substitute valid for at least 180 days before intended travel. It also places the request letter, entity registration, sector licence where applicable, job description, labor-authority document and filing authority on the inviting organization.

The most damaging document problem is often inconsistency rather than absence. A service-company registration, a technical job description, a contract naming another worksite and an application using a different role title can point to four different cases. Reconcile the file before submission.
Separate government processing times from the hiring timeline
The Immigration Agency publishes five working days for standard C6 visa-permission processing and three working days for expedited processing. It states that the permission remains valid for 60 days after issuance. Its C6 residence page also publishes five working days standard and three working days expedited.
Those figures describe individual services, not the complete foreign-hire project. Where Article 23.4 applies, local recruitment alone introduces a 14-business-day period. Role assessment, document preparation, labor authorization, corrections, travel, examination and residence formalities sit around the published immigration-service times.
Three periods are easy to confuse:
The five-day number is not a start-date promise
Set the target start only after the role, recruitment requirement, document readiness, labor stage, travel plan and residence path have been reviewed together.
Complete the post-entry steps before treating the case as finished
The person or entity providing accommodation must register the foreign national online or through the E-Immigration application within 48 hours after entry, according to the Immigration Agency FAQ. This is separate from the residence application.
The C6 residence-permit page states that the foreign national must apply 21 days after entering Mongolia. It requests the visa-permission documents, passport, labor-authority work permit, local address statement, form and payment evidence. A physical examination is required, and a first-time applicant must appear in person for fingerprints and photographs.
Assign an owner to each post-entry task before the flight is booked. The employer, housing provider, employee and filing representative may hold different pieces of the process; a missed handoff can consume a short statutory window even when the visa itself was issued on time.
Control the facts that can disrupt an approved hire
Four risks deserve priority:
- Choosing the category from the employer’s industry alone. The actual duties may point to a more specific C category or an investor/management route.
- Starting work before the required permission is in place. Article 27 of the Labor Migration Law prohibits employing a foreign citizen without the appropriate permit.
- Using the employee for a different purpose or at a different location. Article 26.1.6 makes this a ground for revoking the employer’s permission to employ a foreign citizen.
- Moving the employee to another employer without authorization. Article 30.1.4 separately makes an unauthorized transfer a ground for revoking the employee’s work permit.
The work permit identifies the selected employee, citizenship, employing legal entity, work location and term. Review any proposed transfer, promotion, material duty change or new worksite against those approved facts before the new arrangement begins.

Can a C6-1 family member work in Mongolia?
The official C6-1 page establishes a family-member category but does not state that C6-1 itself grants employment rights, so a separate work route should be confirmed before the family member starts working.
Does visa-exempt entry allow a foreign national to work in Mongolia?
No. An entry exemption does not replace the labor authorization required for employment, and the Labor Migration Law prohibits employing a foreign citizen without the appropriate permit.
